RESET Planning
Belzon interprets and analyzes requirements; formulates logistics strategies and objectives; provides logistics planning; maintenance planning and support analysis and technical data review in support of weapons systems development in the area of logistics.
Performance Based Logistics
PBL is the application of some potentially powerful concepts for the improvement of logistics support.
In one example the USN reduced the number of aircraft tires held in inventory from 50,000 to 25,000 and, at the same time, improved the spares delivery time.
While exceptional improvements are possible, four circumstances must exist in order to implement a PBL solution:
- The logistics effort must have clearly defined boundaries.
If an entity is to receive financial rewards for exceeding performance metrics and penalties for failing to meet
requirements, it must have complete authority over the operation.
- The logistics operation must be such that a few high level performance metrics can be identified.
This typically requires firm data derived from stable operations.
- Sufficient competition exists among potential providers of the service
- The government must have the requisite funding to commit to PBL contracts.
Belzon logisticians are familiar with the potential and limitations of PBL and have assessed and implemented several PBL initiatives resulting in substantial improvements.
Supply Chain Management
SCM is the process of taking a comprehensive approach to the management of spares inventory and delivery.
This includes managing inventory levels, ordering, transportation, information flow to partners throughout the supply chain, and replenishment.
Over the past decade dramatic improvements have been demonstrated by commercial firms such as Wal-Mart, Amazon, and Dell.
These improvements have occurred as a result of process innovations such as just-in-time deliveries, the widespread use of the Internet and web-enabled databases, and the development of large SCM software applications.
The application of commercial SCM practices within DoD presents special challenges. However, order-of-magnitude savings are often possible with substantial reductions in inventory held.
Furthermore, this is accomplished while simultaneously increasing the availability of spares to combat units.
Business Case Analyses
DoD agencies are increasingly utilizing short-term BCA studies to identify alternatives and determine the optimal logistics support solution. Properly conducted, a BCA is tailored to meet the needs of the particular topic and the overall program timelines. At a minimum, each study includes:
- Problem Definition and Scope of Effort
- Purpose of the Analysis
- Methodology and Assumptions
- Alternatives
- Benchmarking of Comparable Commercial and/or DoD activities
- Cost Comparison of Alternatives (including a sensitivity analysis)
- Risk Assessment (including the consequences of reversing a PBL decision)
- A summary of the technical data rights necessary to keep the government's long term options open
- Recommendation(s)
Belzon financial analysts, logisticians, transportation specialist, and economists have, and continue to perform BCA studies to provide government managers with information which allows them to make informed decisions.
Core Depot Assessments
Federal law requires that core weapons systems have an organic (i.e., government) capability and capacity to perform overhaul and repair activities.
Program managers are challenged to develop optimal solutions that are cost effective and meet the legal requirements for depot repairs.
A structured CDA should provide the manager with several options and document alternatives.
Belzon logisticians have performed several CDA studies and are familiar with the relevant options and constraints.
Supportability Strategies
The effective management of a weapons system requires a comprehensive logistics support plan.
The former term for these master plans was an Integrated Logistics Support Plan (ILSP).
Belzon logisticians have prepared Supportability Strategies for major weapons systems.
These master plans provide a comprehensive, consistent, and thorough approach to the long term support of systems.
These documents typically range from 50 - 200 pages with several appendixes.
Properly managed they meet the requirement of reviewers and also serve as a valuable reference document for personnel throughout the PMO, the OEM, and other support agencies.
RESET Planning
Belzon logisticians have been selected to staff the planning and quality assurance positions within the aviation RESET office.
This program, recently valued at more than $1.2B, is the showpiece for effective, documented and consistent RESET operations for the entire Army.
Our staff has developed and implemented a plan to standardize aircraft specific maintenance procedures and tracking during the RESET process.
Will maximize the efficiencies gained through LEAN /6-SIGMA procedures to accelerate the turnaround of aircraft to meet worldwide deployment requirements.
